Proposal Manager
Location: Baltimore, Maryland
Overview:
This position works with a team of seven business development (BD) professionals in a dynamic, fast paced office charged with raising resources to break down barriers to high-quality health care for the world’s most vulnerable populations. The successful candidate will have a background in international health and possess strong program and proposal development credentials. She or he will play an important role participating in leads development, proposal preparation and post-award transition. This position will contribute to office strategy and refinement of processes to increase efficiency and effectiveness.
Responsibilities:
- Take ownership from start to finish for specific proposals
- Manage the proposal development process by leading teams, including program and technical experts, in specific tasks.
- Draft, edit and synthesize proposal content
- Serve as the point of contact for all proposal specific questions both within the organization and with external parties, including subcontractors, partners and donors as appropriate.
- Responsible for responsiveness to donor requirements.
- Play key role in developing proposal outlines and writing win strategies.
- Liaise with other Jhpiego departments.
- Draft off-the-shelf material to support future proposals.
- Provide support to writing and documentation of cost narratives.
- Lead select Business Development Office initiatives as assigned.
Leads Development: Research, Intelligence Gathering, and Opportunity Tracking
- Lead pre-bid proposal preparation.
- Develop and cultivate external network to support BD.
- Support program and field staff to effectively build relationships with donors and generate pre-bid intelligence.
- Analyze and synthesize information about donors, partners, and competitors.
- Propose and/or execute strategies to approach donors and partners based on research.
- Identify opportunities that promote Jhpiego's strategic plan.
- Monitor near- and far-term identified business opportunities.
- Ensure Jhpiego has a role on a competitive team.
Identification and Dissemination of Procurement Opportunities
- Identify and track potential procurements that are consistent with Jhpiego's core competencies.
- Identify and highlight critical information for reviewers.
- Identify appropriate stakeholders to receive procurement announcement.
- Analyze and manage feedback from stakeholders.
- Facilitate bid/no-bid decisions.
Proposal Development
- Manage less complex prime proposals, manage sub proposals
- Provide non-technical writing support in proposal areas of executive summary, technical approach, staffing, and management
- Facilitate proposal design meetings
- In collaboration with finance, manage cost allocations on complex primes
- Nurture team working relationships
- Identify appropriate resources for the development and production of proposals
- Serve in multiple capacities on proposal teams
- Support proposal manager and team
- Conduct partner negotiations
- Work closely with the human resource office to identify senior technical and management staff for overseas positions
- Design technical approach within area of expertise
- Support editing of cost documents
- Coordinate and facilitate internal proposal debrief
- Prepare for orals
- Support transition of awarded projects to implementation team
Marketing
- Collaborate with program and technical staff to draft and edit corporate capability statements and past performance references.
- Collaborate with Public Affairs, draft press releases and other documents for dissemination.
- Nurture and maintain relationships with competitors, partners, and donors.
- Initiate and strengthen network with competitors, partners, and donors.
- Use relationships/network to grow and diversify Jhpiego funding base.
- Represent Jhpiego at professional and donor meetings, conferences, and presentations as required.
Support Standardized Business Development Procedures
- Develop and/or refine tools for the pre-bid, proposal development, and production processes.
- Contribute to staff training programs to ensure that business development endeavors are streamlined and efficient.
- Train staff in Business Development processes.
Qualifications and Requirements
- Advanced degree in related field with 3+ proposal/grant writing experience for international public health programs in developing countries
- Three or more years professional international project management experience, working with international donor agencies
- Strong understanding of current global health donors, especially USAID and CDC
- Demonstrated self-management (i.e. motivation, dealing with pressure/deadlines, adaptability, multi-tasking)
- Strong decision-making skills and results oriented approach
- Excellent programming, management and/or technical skills
- Excellent verbal, written and presentation skills
- Strong analytical skills
- Strong interpersonal skills (team-oriented)
- Demonstrated success in securing funds from government and/or private donors
- Ability to travel
Preferred Qualifications
- Strong written and oral foreign language skills, in particular, French or Portuguese
- Two years of field experience in Africa, Central Asia or East Asia
- Comprehensive understanding of current global health donors, including Multilaterals, UN Agencies, Global Fund and GAVI
- Familiar with global health priorities and technical interventions (HIV/AIDS, FP/RH, MCH)
